If your only purpose in putting the image onto a USB stick is so you
can install therefrom, you should be able to just use 'dd' to do the
job. At least it has worked for me in F19 and F20 (beta) on systems
WITHOUT the UEFI garbage. YMMV if you have to deal with UEFI and
so-called secure boot, as I have no experience with that.
