Always safer than what? With fedup we're talking about a new tool. "yum
distro-sync" used to be one of the recommended ways to upgrade Fedora.
AFAIK it no longer is.

And what do you mean by "nvr"? Non-Volatile RAM? Network Video Recorder?
Naval Vessel Register?
