*it can* and i am doing this since many many years having dozens
of machines which are gone from F9 to F18 over they years what
means there was the switch to systemd, UsrMove and so on

and yes i am one of them where a fresh setup would mean some
day sahrd work to get all my customizations back because
i use Linux to 100% control and customize my system

if you follow this guides *strictly* and willing to learn to deal
wtih "package-cleanup --leaves | --problems | --orphans and
to understand how your OS basically works you are fine

if you want simple fire&forget upgrades and not invest time
and energy to learn how the system basically works and what
major changes are meaning for you in case of upgrades use
CentOS or whatever LTS distribution
