Permissions on /var/log/ files

This doesn't seem to work.

  $ journalctl 
  Unprivileged users cannot access messages, unless persistent log storage is
  enabled. Users in the 'systemd-journal' group may always access messages.
  $ groups jallad
  jallad : jallad mock systemd-journal
  $ whoami
  jallad

Any thoughts?
