It seems that package is dependent on the x86_64 arch in which case it 
will get installed in perl_vendorarch. So try to use %{perl_vendorarch} 
in the %files section:

%files
%defattr(-,root,root,-)
%doc Changes lapack.pd README
%{perl_vendorarch}/*
%{_mandir}/man3/*
