It is not a new UI. You can add a sidebar, taken from IBM Symphony. It
is not working perfectly so it is still under experimental. For me I can
enable it under Tools→Options→Advanced. After enabling the sidebar,
LibreOffice needs to be restarted. The developers mentioned it is
planned for 4.2 as stable.
