how change bugzilla report classification? (how BZ behave)

It's interesting BZ behavior - I now test it on some of bug reported
by me, with Seamonkey and Firefox, and it seems as (see attached
cropped screenshots):

- when I'm not logged, then BZ not offer any chances of changes;
after log-in, then I can change certain items, incl. Components.

- when I'm allready logged in before, then after entering bug URL
I have non-selectable Component item, with clickable '(edit)' item.
Clicking on it I see (shadowed and non-selectable) my component item
- but voila - after waiting some time (~ 21-23 seconds for me), there
appears non-shadowed, selectable pull-down menu.
(this was my case, an I newer wait so long, thus I newer see
 selectable menu).
I not know when this manner is expected or it is some minor BZ glitch
