strange issue with notify-send

Stuff like "Wireless network now connected to.....", "You are connected
to Wired Network eth0" or stuff (reminders) that comes from osmo.

Unfortunately, I did not notice when exactly, this started acting up.
Initially, I ignored it, but then realized that the problem was not
something that would go away.

Btw, kernel 3.10.10 (or associated updates) for me has been very
unreliable in coming back from hibernate. The system just freezes. I
have not seen such unreliability wrt hibernate for a long long time.
