Why can't you install gnuplot on F-21?  It upgraded just fine with Fedup 
from f-20 on my system here:

# *rpm -qa | grep gnuplot*
/gnuplot-common-4.6.5-4.fc21.x86_64 //
//gnuplot-4.6.5-4.fc21.x86_64/
