Theoretically, you can.  You're in the realms of customising something
like NetworkManager, here.  Which some people have no troubles with,
while others swear *at* it.

It should be possible for it to automatically tell the difference
between connecting to your home network, versus another, and for you to
configure each of them differently - the home network with preset
addresses, the others on automatic.  Alternatively, you can do the same
sort of thing, but manually select to connect to a home or other
network, from its list of available networks.

NetworkManager is not just for wireless, it also handles other network
types.
