And still after adding:

[root at box10 bobg]# ll /etc/polkit-1/rules.d/00-no-reboot-password.rules 
# or similar nam

/etc/polkit-1/rules.d/00-no-reboot-password.rules

I believe the permissions are ok too? It only needs to be read?
