OK, how do I start pulseaudio?

See /etc/xdg/autostart/pulseaudio.desktop , with it's
Exec=start-pulseaudio-x11
key which does essentially the same thing.

Now, how/why it only gives "dummy output" is another question.  How are you 
starting your session?  Via a login manager like gdm or other?
