It doesn't appear to be part of the normal Fedora release.

On an F20 system I have

dconf-0.18.0-2.fc20.x86_64
dconf-editor-0.18.0-2.fc20.x86_64

Which would seem to be a later release and you're trying to install a previous version from somewhere...

Whatever you're trying to do...  I'm pretty sure you need matching versions of those packages.

So, if you want install dconf-editor-0.15.0-4mgc30 you need to get the corresponding dconf-0.15.0-4mgc30 from the same place.
