Do one of two things......

1. Put the rsync command in the rc.local file *not* /home/angelo_dev/bin/syncronize-java_srcs.sh

OR

2. Keep /home/angelo_dev/bin/syncronize-java_srcs.sh in the rc.local file but *add*

#!/bin/bash
exec 2> /tmp/myscript.log      # send stderr from rc.local to a log file
exec 1>&2 # send stdout to the same log file
set -x # tell sh to display commands before execution

to the start of /home/angelo_dev/bin/syncronize-java_srcs.sh so it will record what it does.
