Beats me. Perhaps we could figure it out. ;) 

What was/is the dial measuring? "free" memory? 

Note that on any Linux system, the amount of memory thats totally
'free' should be pretty close to 0, since the kernel will cache as much
as it can.

I'd be surprised if it was systemd, but if so, great... a bug to be
fixed.
