I would not want to exclude they are illegal some countries, but to my
knowledge they are perfectly legal in the all of the EU, except in some
very rare situations.
In Germany, they are very popular, sold by millions and occasionally
bundled with broadband connections by TelCos and CableCos.

Exactly. They are an inexpensive, less intrusive and flexible
alternative to rewiring your home, esp. suiteable in situations when you
don't need full bandwidth (e.g.. TVs), need LAN in rooms you haven't
wired, or are having problems with a crowded/overloaded available
wireless bands.
