No, nothing configured.
That happen on F23 server & workstation installs on real hardware.
Steps to reproduce:
Install F23 server (nothing else! no desktop, no options)
Configure static IP
Reboot ... update ... anything you want is ok.
Poweroff and wait for one day or more.
Reboot (still all is ok)
Manual update (dnf update)
Reboot
==> random changes to NIC names (as i showed)

I do not find a bug report for that but I saw it on different
installs&hardware (Intel).
