No. It just means you should 'BuildRequires: python2-devel'

What gets pulled into the minimal buildroot changes with dependencies
of the things there. So, right now something must be pulling that into
the buildroot, but there's no way to tell that will always be the case,
so you should always BuildRequire what you actually need to build. ;)
