GTK3 theme selection isn't affected by the GTK2 theme selection; does
the theme you're using have a GTK3 variant? if it does edit
~/.config/gtk-3.0/settings.ini:
[Settings]
gtk-theme-name=Adwaita

Adwaita is the default GTK3 theme.
