Correction: when I log in under under Plasma-5 Bluetooth is always off.
I have to turn it on again every time, then the mouse does autoconnect.
The problem may be related to Plasma-5 not restoring session state
correctly, see https://bugs.kde.org/show_bug.cgi?id=343875
