Does KDE do offline software updates?

I type "systemctl restart <whatever>". Isn't that supposed one of the
selling points of systemd?

And to repeat (again): many updates are not to running software, so why
should the user be forced to reboot? Even for updates to running
programs, or the DE itself, rebooting is often not necessary.
