F21: Save session on logout issues

IIRC it's dependent on your desktop manager. I'm using lightdm on F20
gdm on F21 and the save sessions seem to work fine for me, but I've not
done anything really tricky (I tend to close editors and such before I
log out).

Try some other desktop manager and see if that does it.
