A further comment.  If fedup didn't update it even though it is
available, there is probably an F21 package on your system that was
removed from F22, and so couldn't be updated, that depends on the F21
version of the library. This is what prevented it from making the move
to F22.  The attempt to install the F22 version should show you that
F21 package name as an error.
