Ok I asked on #fedora-kde again, and I was wrong this update 
https://admin.fedoraproject.org/updates/FEDORA-2015-8875/kde-settings-22-10.fc22 actually fixes the issue it will be pushed to stable soon, 
also  
# dnf --enablerepo updates-testing update kde-settings  
should install/update it from 'updates-testing'
