I see I have 
  DESKTOP="KDE"
  DISPLAYMANAGER="KDE"
in /etc/etc/sysconfig/desktop
(after installing Fedora-23/KDE from a LiveUSB stick).
That doesn't seem too complicated,
assuming it actually does the trick.
