[egreshko at meimei ~]$ rpm -qa | grep kernel-devel
kernel-devel-4.1.6-201.fc22.x86_64
kernel-devel-4.1.8-200.fc22.x86_64
kernel-devel-4.1.7-200.fc22.x86_64

[egreshko at meimei ~]$ uname -r
4.1.8-200.fc22.x86_64

Check your dnf.conf file that it has

installonly_limit=3
