fedup leaves me stuck between 21 and 22

Lot of dupes means something went wrong during the upgrade, probably has 
corrupted the rpmdb.

You need to clean up the dupes and try to bring things in consistent 
shape again.

Try using "yum/dnf distro-sync", "package-cleanup --dupes" and "rpm".
