Would it?  The people who pushed the update to stable definitely knew 
that it required a version of sqlite that hasn't been released yet.

What would stop them from doing the same thing under any other system?  
You can imagine one that wouldn't allow an update to move into "stable" 
if its dependencies weren't met, but then how do you handle circular 
dependencies?
