If you install and test software from there, you can go back to leave a 
comment, with either an up or down vote if appropriate.  By default, it 
takes three more upvotes than down to get something accepted.  BTW, this 
is why things sometimes slip through: the voters often only care if it 
fixes an issue of theirs and don't check anything else.
