Not sure if virt-viewer is really a replacement for VeNCrypt.  You
might want to look at gtk-vnc instead:

Anyhow we don't ship end-user executables for Windows at the moment.
There is a Windows binary ('gvncviewer.exe') in this package, but you
will likely need to use a Fedora machine to extract it:
