Hey Ian, thanks for the report.

Those qemu/libcacard 1.3 packages were accidentally pushed to virt-preview,
they aren't even in rawhide yet. So it's a bit early for a BZ. That said I've
got a running list of 1.3 issues that I'm trying to solve, and I've added this
to it. I'll file a bug if it's still an issue when I actually push 1.3 issues.
