You mean kvm/xen VMM managed by libvirtd?

If so then yes, it's possible, you can make ssh connection to target host and 
then run 'virsh', e.g. 'virsh -c qemu:///system' - this will connect to 
libvirtd manager for qemu virtual machines (this will depend on your 
connection string). This command opens shell in which you could start, stop, 
suspend, reboot domains (VMs), 	manage networks, torage pools etc.
