[fedora-virt] Building qemu-1.3 for rawhide?

Hi,

While fixing a bug in the 1.3.0 qemu code in fedpkg master it I noticed that we've
1.3.0 in git master, but not build yet, so I pushed my fix but did not fire of
a build.

Is this intentional?
