The file that I find here:
ftp://download.fedora.redhat.com/pub/fedora/linux/releases/13/Fedora/source/SRPMS/bind-9.7.0-9.P1.fc13.src.rpm

...with the following hashes:

pbarber at FAIL-LAND:~/Desktop$ md5sum bind-9.7.0-9.P1.fc13.src.rpm
be180028b90b34c3b9538fe8ebae64ac bind-9.7.0-9.P1.fc13.src.rpm
pbarber at FAIL-LAND:~/Desktop$ sha1sum bind-9.7.0-9.P1.fc13.src.rpm
226ccf3f9f930d9dbc0807dee26153b93d6b9e19 bind-9.7.0-9.P1.fc13.src.rpm
pbarber at FAIL-LAND:~/Desktop$

...is apparently a corrupt cpio archive.

When I try to install the SOURCE RPM, (to rebuild for my own nefarious
purposes)
I get the following message:

[pbarber at buildabox ~]$ sudo rpm -Uvh bind-9.7.0-9.P1.fc13.src.rpm
