xfce4-keyboard-settings: Bug or Design?

Trying to create my own shortcut.

/usr/bin/xfce4-keyboard-settings

tab: application shortcut

select new:
Command can be changed but not shortcut.
Like wise for existing shortcuts

Also tried manually editing:
/home/frank/.config/xfce4/xfconf/xfce-perchannel-xml/
xfce4-keyboard-shortcuts.xml

  <property name="&lt;Control&gt;Escape" type="string"
value="xfce4-popup-menu"/>

I changed to:
  <property name="Super_L" type="string" value="xfce4-popup-menu"/>

No difference
