Well, looking at that doc, its specific to the fedora compose env, but
should work with some mods anywhere. 

spins-kickstarts you can clone from git. 
I suppose the fedora-devel-compose* mock config is needed.
Upload would of course require rel-eng. 

The mock configs are just rawhide/devel ones with:

and the normal rawhide repos enabled. 

Does that get you to where you can test?
