You need to run synclient at the start of the session, e.g. in autostart
or in a  custom xinitrc for Xfce:

        $ cat ~/.config/xfce4/xinitrc 
        #!/bin/sh
        
        synclient TapButton1=1
        
        . /etc/kde/env/gpg-agent-startup.sh
        
        . /etc/xdg/xfce4/xinitrc

No need for any GNOME stuff then.
