It is not a bug. Who ever is the LightDm maintainer does not set the
configuration file. I looked at 6 different distro nad ven the ones that
do not normally use LightDM have that line un-commented and an Icon
Theme entered.

Hoever I agree with Rex that it should use the them selected in theuser
desktop.
