F17 and above has already Ruby 1.9.3
Sure, but we don't typically run Fedora instances in Fedora
Infrastructure. The update churn and short lifespan make it not very
viable in many cases.
Also, puppet is broken in f17/f18 currently, making it extra difficult
to manage/deploy.
