Maybe post your subscriptions.conf and see if someone does know what
it means?
That first post seems to imply that there is config asking for
notifications every seconds.
But this is not something I have every setup myself.

A couple of things stand out:
1) There are two subscriptions, but I have only one printer. Looks like
a config error on my part which I'll look at.
2) The Interval entry is 0 in both cases, though I've no idea why. That
probably explains the 1-second frequency of journal entries.
The man page says that this file is maintained by cupsd and should not
be user-edited. The cupsd(8) page is just an anchor for a whole bunch
of other pages which I will have to investigate.
