Hi,
as you already know, you follow this page:
https://fedoraproject.org/wiki/CVS_admin_requests#New_Packages

You don't send the request to anyone, you just fill in bugzilla comment and set 
the flag, as it is described on that page. You should already have permission 
to set the flag to "?", which is enough.
