Enable tapping by default

Well, I haven't had tapping enabled on my Fedora machines for ages, so I 
really don't know how bad it is nowadays. When I curse at tapping these 
days, it is only when I'm doing something on somebody else's machine, which 
is typically running anything from Ubuntu to Window$.
