[FAmSCo] Changes in Mentoring Process proposal

Hello,

Following discussion in the last FAmSCo meeting [1], I created this wiki [2]
to propose changes in Mentoring Process.

Since I have took FAmA hat for not very long time, some of stuffs may not be
detailed enough.
Please take a look and have your comments/ideas. You can also make changes
directly to the wiki page (with changes tracked)
