FUDCon: namespace

It was kind of an immediate thing cuz we were upgrading to MW 1.13, and
switching ACL plugins (to one that actually, um, works better). Since
1.11 had quite a few security issues this was a "the sky is falling"
thing.

I dunno about default search for right now. Let's finish the other open
namespace proposals (QA, right?) and then we'll set it all.
