macros.python2 requires update in F21+

I'm for whatever works, but I should ask if there's any possibility of
getting these macros out of the main python package and into something
separate that we can update easily.  At least until we're done tweaking
things for the most part.  Some FPC folks are working on additional
macroization to handle the unfortunate EPEL multiple version situation
without having to make a mess of existing packages.
