 As a point of reference, but perhaps not relevant here's the packaging
 Guidelines for conflicts:
 https://fedoraproject.org/wiki/Packaging:Conflicts

 Summary: file conflicts are always a bug to be fixed and should be fixed
 ASAP.

 Explicit Conflicts are almost always a bug to be fixed but leeway for
 fixing it exists.
