PulseAudio: translation submissions disabled from translate.fedoraproject.org

I'll second that. At this situation, disabling the commit access from 
translate.fpo to pulseaudio makes sense to me, if it isn't Fedora 
project. I am not too sure how to maintain the translation outside of 
Fedora.
