I run F14, so I can't say for sure, but it's always been in the past. 
Go to Administration, Services and make sure it's active.

As far as the alert at boot, I see it on the gdm panel just after I boot 
and before I log in and again in the notification area on my panel. 
This is both in Gnome 2 and XFCE.
