I'll start by trying to see if we can get you the file you want then explain
what a captcha is.

It looks like Hans has updated the software that he's hosting there so the
URL you're looking for no longer exists.  If you go here::

You'll see a more recent tarball::

If that's what you want, you should be able to download it without having
a Fedora account.

As for signing up for a Fedora Account in the account system and the captcha
error... A captcha is a method of preventing spammers on websites.  It's the
image that you see that asks you to identify the letters and type them into
the box.  Unfortunately, the captchas have to be hard enough to read that
computer software cannot read them and automatically fill in the form while
also being legible enough that a human can understand them.  Human's
understanding them is a problem with the current captcha that we're using.
If you keep trying you should eventually get a captcha that you can read and
interpret the letters successfully.
