At this point,  there isn't a planet specific list of guidelines beyond
this:

We don't actively moderate Planet Fedora either. However we do have a code
of conduct at
https://fedoraproject.org/wiki/Community_working_group/Code_of_Conductwhich
arguably extends to everyone posting in Planet Fedora as well.  I do
agree that particular blog post isn't a great representation of Fedora.   I
have copied this mail to the blog poster to get his input as well.  Thanks
